This is the first time I'm hearing that and I think it highly unlikely that an offensive-minded head coach would cede total control of his offense to his brand new, never been one before, coordinator, especially when the HC knows his job is likely on the line. Besides, we know Philbin made the decision not to go for any points at the end of the first half against Buffalo, and that throws your assertion out the window.
Not my assertion, it was reported before and after Lazor signed. He was advised by other coaches not to sign without complete control, went with that, and got it.
