What I know is that the rule changes of 1978 impacted NFL offenses significantly more so than any other rule changes since. It restricted contact beyond 5 yards dow the field, so no DB's and specifically Mel Blount was no longer allowed to mug WR's all over the field and it allowed offensive lineman to extend their arms and open their hands. Those 2 rules changed the NFL and passing became easier.
