(The Billls) ... continue to work at putting together an offer sheet for tight end Charles Clay, on whom the Miami Dolphins placed a transition tag, and they aren’t finished in their pursuit of other players in the open market. On Wednesday, they entertained wide receiver/return specialist Percy Harvin, who played for Bills coach Rex Ryan last season with the New York Jets.
The Bills’ goal is to load the offer sheet for Clay, whom they flew to Western New York on Tuesday, heavily in the first year to discourage the Dolphins from matching it to retain him, while also trying to allow themselves to have enough cap room to sign Harvin. According to an NFL source, the Bills were looking to present the offer to Clay on Thursday. The Dolphins would have five days from the moment the offer is presented to decide whether to match it. If they don’t, Clay would join the Bills and the Dolphins would receive no compensation.
To that end, the Bills released veteran tight end Scott Chandler Wednesday, and also gave veteran defensive tackle Kyle Williams a contract extension that will reduce his salary cap hit this year.
