Not really. Lets expand on this, and realize that Starks was a 3-4 DE in 09, as opposed to a DT in 2013.
In 2009, he played 730 snaps, was ranked #5 with a 7.4 grade on the pass rush with 7 sacks, 10 hits, and 15 hurries. On the run, he was ranked #2 with a 15.0 grade. He had 36 solo tackles and 13 assists.
In 2013, He played 742 snaps, was ranked #8 with a 13.0 grade on the pass rush with 4 sacks, 6 hits, and 30 hurries, On the run, he was ranked #5 with a 15.3 grade. He had 39 solo tackles and 9 assists.
This is from PFF, and based on playing 50% of teams snaps. One thing to consider is that in 2009 there were not many 3-4 DE's playing half of the team's snaps. In 2013, the ranks included many more as NT's were included with DT's.
So, your rebuttal is through more stats that show he was better in 2009?
He played better as a 3-4 DE. The team saw him as a Ratliff type 4-3 DE back in Dallas, so that's why they moved him there. He needs to go back to a 3-4 team because he doesn't deserve anything more than middle of the pack pay where he's at.
Guess it's how you read the stats, grades, and rankings. Snaps and tackles are a wash. Total pressures and grades are better in 2013. The ranks are close but, comparing at two different positions, where 3-4 DE was very limited, and all DT's or NT's was much more extensive.
I also have to give Starks a bonus point in flipping the finger to the sidelines, no matter who he said it was intended for. LOL
EDIT- In 09, there were 17 3-4 DE's playing half the snaps vs 2013 having 40 DT's doing the same. It does make a difference.

I would expect Kevin Coyle would be forced to evaluate and prioritize, but I welcome your thoughts.

I agree. Donald would be a nice pickup. I thought he was more of a late 1st early 2nd, but he seems to be moving up and for good reason. He is extremely disruptive and I like the Sapp comparison.I think Donald will become a star and has the looks of a Warren Sapp meaning he is a little short and light but is a big playmaker
