Please remember that in March of 2023 the Dolphins exercised their 5th year option to have Tua play the 2024 season. So 2024 is done and any discussion about the 2025 season between Tua's agent and the Dolphins, may happen following the 2024 season.

Yes, and yes from your list the Bears would prefer Williams, Commanders Daniels, and Patriots Maye to be paid on their rookie contracts for the next 4 years rather than now paying Tua.
And the veteran QB's you list did not suffer 3 concussions during the 2022 season, which is a major reason why the Dolphins (or any other NFL team) would be hesitant to sign Tua.
