Kick returners are usually guys who run really fast in a straight line, can hit the hole made by the tons of blockers in front of him, and run past the defenders. The KR has a lot more space to work with and a lot of time it's just a matter of beating the defenders to a particular spot with pure speed to get the extra couple of yards. This guy has to have good hands but they don't have to be great since he has a little more time to cover up if he has to.
The punt returner on the other hand has to be a guy with great hands who can make some incredible moves in the open field to be a great returner (see Deon Sanders.) Since the PR often has the coverage team bearing down on him the minute he touches the ball and generally doesn't have a lot of blockers in front of him he has to make quick decisions and in order to be successful. Guys who can't make those decisions usually don't do too well (see Jeff Ogden.)
Sometimes teams find guys who can do both, or are forced to use one guy to do both, but most of the time they are different types of players and are seperate.
