Nah, I think much like the G and DT positions, Grier misplayed and misread the market.
I don't think Grier thought Tua would reasonably be able to expect 55+. However, with these recent signings, if Tua accepts anything less then 55, it would be a team friendly deal.
If anyone thought Fabio would sign for 55 per year, please show me the post.
Again, this is why you don't wait when you have an MVP caliber QB, who for 2 seasons in a row has led or been top 5 in almost every QB metric, who's team has made the playoffs 2 years in a row.
